POSITION TITLE: Associate Director of Employee & Labor
DEPARTMENT: Human Resources
REPORTS TO: Executive Director of Human Resources
STATEMENT OF DUTIES: The Associate Director of Employee &
Labor Relations is responsible for the management of the collective
bargaining agreements and personnel policies at the college. They
will be primarily responsible for the oversight of the employee and
labor relations, grievance administration, reclassifications, and
performance management based on regulations, contract compliance,
policies, and guidelines. They will work closely with college
leadership, managers, and union representatives to build
collaborative relationships and advance the college's mission,
values, and goals. In conjunction with the Executive Director and
the Human Resources team, the Associate Director will also assist
with general HR operations, such as policy/process improvement,
equity initiatives, recruitment/hiring/onboarding, and training.
The Associate Director provides exceptional service and continually
strives to promote a culture of success and engagement for all
ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:
Ensure consistent application of the provisions of collective
bargaining agreements, policies, procedures, and laws as they
pertain to the workplace; make recommendations to existing policies
to ensure compliance with new or proposed regulations.
Manage and administer employee and/or labor relations matters in
compliance with collective bargaining agreements and personnel
policies; build collaborative relationships working with union
leadership and college leadership.
Serve as primary liaison with general counsel for assistance
with employee and/or labor relations matters.
Provide interpretation of labor contracts and matters that
include but are not limited to collective bargaining, past
practices, mediation, legal matters, MCAD charges, grievances, and
labor practice charges; represent the college at related
Investigate and resolve employee relations conflicts and issues;
work with Executive Director and Diversity & Title IX Officer as
Draft and review responses to employee relations issues, working
with the Executive Director and general counsel.
Provide guidance and training to management concerning
interpretation of collective bargaining agreements.
Advise payroll regarding provisions of collective bargaining
Respond to court orders, subpoenas for employee information, and
other relevant information.
Manage college reorganizations, moves, and unit reclassification
Monitor collective bargaining agreements to ensure timely
reporting of information.
Analyze key performance indicators related to various employee
and/or labor relations issues to determine trends and identify
areas for proactive intervention and training.
Represent the college regarding unemployment claims as
Maintain appropriate files relative to complaints, grievances,
and other situational actions. Work closely with Executive Director
and HR team members to ensure consistent application of HR
strategies and policies.
Promote a positive and inclusive work environment that supports
the professional growth of staff while fostering a commitment to
Support college culture change initiatives by collaborating with
college and union leadership to provide appropriate guidance.
Assist with development and implementation of campus
communication strategies regarding new and revised policies and
procedures as well as policy interpretation; monitor timely
faculty, staff, and administration notifications.
As requested, conduct trainings and workshops related to college
policies, procedures, and professional development topics.
Focus on the Commonwealth's Equity Agenda by applying related
best practices throughout all job functions.
Identify important issues and advise the Executive Director on
how to improve overall HR operations at the college.
Work closely with all of the Human Resources team to ensure
proper operations and support to the college.
Perform other duties as assigned.
EDUCATION AND EXPERIENCE
Minimum of a Bachelor's degree required.
Minimum of three (3) years of employee relations management
experience, which may include employment law/compliance, conflict
management, training and development, and/or performance
Minimum of three (3) years of experience with administration of
collective bargaining agreements.
The ability to create partnerships and positive working
relationships within departments and unions.
Excellent verbal and written communication skills.
Demonstrated ability to use sound judgment and work
independently as required.
Demonstrated ability to use discretion in handling confidential
Demonstrated proficiency with Microsoft Office suite, including
Outlook, Word, Excel, Teams, and Office 365 applications.
Reliable transportation in order to travel to and from meetings,
trainings, or campus and community locations as required.
The ability to work effectively with a diverse student body,
faculty, and staff.
Minimum of a Juris Doctor (JD) or Master's degree in Human
Resources, Labor Relations, or related field preferred.
Minimum of five (5) years of employee relations management
Demonstrated experience working in a higher education
environment, preferably with collective bargaining experience.
Demonstrated supervisory experience.
Training experience in mediation and/or sexual abuse
Related human resources certifications, which may include but
are not limited to SHRM-CP/SCP.
Demonstrated project management skills and the ability to lead
process improvement initiatives.
Ability to speak a language in addition to English.

POSITION STATUS: This is a full-time, non-unit position with
SALARY: Hiring salary $85,000 - $92,000, commensurate with
education and experience.
