Job Description:
GENERAL STATEMENT OF RESPONSIBILITIES:The Chief Human Resources Officer (CHRO)/Associate Vice President leads and strengthens the Cape Cod Community College community in accordance with human resources policies, procedures, and practices, fostering a supportive workplace where faculty and staff can focus on enabling student success. The CHRO -serves on the President's cabinet and is responsible for strategic human resource planning to ensure faculty and staff retention and recruiting to position the College as an employer of choice, compliant with current regulations and practices, and aware of trends within higher education. The CHRO -promotes and monitors the College's Diversity, Equity, and Inclusion goals increasing our inclusive climate for recruitment, onboarding, and retention of employees from diverse backgrounds.The CHRO -is responsible for the employment process, compensation, payroll and benefits administration, administration of the collective bargaining agreements, and supervision of HR staff. The CHRO works closely with academic and administrative leaders supporting their efforts and aligning practices and procedures, and fosters employee engagement through the bolstering of the onboarding process and the design and implementation of training and professional development.EXAMPLES OF DUTIES:

  • Provide leadership, oversight, and counsel on higher education issues and trends, fostering employee engagement and bolstering recruitment, retention, and recognition.
  • Monitor, recommend, and oversee human resources policies and practices ensuring compliance with applicable statues, regulations, and State and Federal policies in the recruitment, hiring, and retention processes.
  • Implement, interpret, and monitor collective bargaining agreements and advise managers/supervisory staff on matters of contract administration. Act as advisor to senior management team on all phases of labor relations.
  • Manage the College's recruitment and hiring process including posting, advertising, and networking of position vacancies; receiving, acknowledging, and screening applicants for vacancies; coordinating the selection of candidates in concert with department heads and search committees.
  • Administer the employee benefits program including but not limited to health, dental, life, and disability insurance, retirement, tax shelter programs, health care spending account, dependent care assistance program, and tuition waiver program.
  • Oversee the employment process including new employee on-boarding, completion of required employment documentation and initiate all payroll actions.
  • Manage the College Payroll function in compliance with all regulatory requirements, collective bargaining agreements, and compensation programs.
  • Advocate for enhanced diversity, equity, and inclusion utilizing the framework within the Massachusetts Board of Higher Education's Strategic Plan for Racial Equity to transform the College's planning, decisions, priorities, and outcomes with focus on increasing the College's inclusive climate for recruitment, onboarding, and retention of employees from diverse backgrounds.
  • Serve as Affirmative Action Officer for the College.
  • Ensure proper maintenance of all confidential human resources and payroll records in accordance with appropriate contractual and legal requirements.
  • Coordinate, counsel, and monitor the performance evaluation process for all employee groups, including advising managers regarding performance evaluation schedules and provision of guidance in the review process.
  • Conduct meetings on employee and contractual matters and represent management at mediation, arbitrations, and similar forums. Serve as the College Grievance Officer.
  • Serve as liaison with the Massachusetts Community Colleges Office of the General Counsel regarding Massachusetts Commission Against Discrimination (MCAD), Equal Employment Opportunity Commission (EEOC), Office of Civil Rights (ORC), labor relations and other legal matters.
  • Engage in position control management and preparation of budget projections for College staffing on an annual basis; regularly monitor and update projections throughout the budget year.
  • Manage and oversee the classification and compensation system for all employee groups and assist departments with the maintenance and revision of job descriptions.
  • Prepare internal and external reports including budgetary, staffing, seniority, compensation, and statistical data for various regulatory agencies, Department of Higher Education, and Collective Bargaining Units.
  • Serve as Security Officer for the Commonwealth of Massachusetts HRCMS and MMARS Payroll and Accounting Systems reporting through the Office of the State Comptroller and Executive Office of Technology Services and Security.
  • Serve as College representative to the State Ethics Commission regarding compliance with conflict-of-interest laws and required Statement of Financial Interests reporting.
    • Bachelor's degree in related field plus seven (7) years of Human Resources managerial experience that includes labor relations and payroll management, or an equivalent combination of education, training, and experience. -
    • Knowledge of and experience with Federal and State employment regulations, labor and employee relations, and implementation of Collective Bargaining Agreements.
    • Commitment to the community college mission and philosophy.
    • Demonstrated commitment to promoting diversity and inclusiveness.
    • Strong supervisory skills.
    • Excellent negotiating and labor relations skills and experience.
    • Experience operating in an environment with public sector unions.
    • Strong analytical skills.
    • Strong technology skills including experience with automated human resources / payroll systems.
    • Ability to perform all aspects of the position with fairness, equity, patience, discretion, and confidentiality, and the ability to maintain poise in crisis situations.
    • Experience in counseling one-on-one or in small groups on specific issues related to employee performance.
    • Demonstrated interpersonal and communication skills including the ability to communicate effectively verbally and in writing; establish positive public relations; interact effectively with a wide variety of individuals both internal and external to the institution; and utilize a sense of humor -on occasion. ADDITIONAL -PREFERRED QUALIFICATIONS:
      • Experience in Massachusetts public higher education highly desirable.

        COMPENSATION: Annual salary range of $130,000 - $140,000, dependent upon qualifications. -Includes participation in a comprehensive employee benefits program including option to participate in Massachusetts State Employees' Retirement System.
